Among the panel members are University of Hawaii professor H. David Bess, James Duffy, Jr., a retired associate justice of the Hawaii State Supreme Court, and John Fisher III, the scientific director of Keystone Laboratories. Phyllis Shimabukuro-Geiser, the deputy to the chairman of the Hawaii Board of Agriculture, and Office of Health Care Assurance Chief Keith Ridley are also on the panel.

The Hawaii Department of Health is expected to award dispensary licenses on April 15. Under a law passed in 2015, Hawaii will grant eight licenses for marijuana businesses. Three licenses will be awarded for Oahu, two for Hawaii Island, two for Maui and one for Kauai.
